Findings:
The Second Division of the Adjustment Board, upon the whole record and
all the evidence, finds that:
The carrier ox carriers and the employe or employes involved in this
dispute are respectively carrier and employe within the meaning of the
Rail:aay Labor Act as approved June 21,
193-.
This Division of the Adjustment Board :gas jurisdiction over the dispute
involved herein.
Fatties to said dispute ~,-aived right of appearance at hearing thereon.
Upon thorough review of the record, the Board finds that the Organization
failed to sustain its burden of proof that Laborers have exclusive rights
to the work involved at the Havre, i?ontana, location.
