Dispute: Claim of Employes:
Claim in behalf of the Truck Gang Overtime Board, two 8-hour claims
per shift at penalty rate, beginning April 21, 1975, and continuing
each shift thereafter so long as the practice is allowed. A breakdown of the job follows:
1. Machinist Helper on fork lift delivers traction motor to job
site on pit number 33 to the Electricians.
2. Electricians, with the help of crane rigger, (Machinist Helper)
use overhead crane to set traction motor on wooden blocks.
3.
Electricians install bottom half of suspension bearings. .
4. Machinist, with the help of the crane rigger, (Machinist Helper)
sets wheels and gear on bottom bearing shells.
5.
Electricians install top half of bearing, dust guard, and middle
cover over axle between bearings.
6.
Electricians install outside bearing caps, torques, and safety
wires bolts.
7.
Electricians install gear box cover, add cratar lubricant and the
assembly is complete.
That accordingly, the jobs be changed and Machinists assume all the
duties as outlined above.
Findings:
The Second Division of the Adjustment Board, upon the whole record and
all the evidence,, finds that:
The carrier or carriers and the employe or employes involved in this
dispute are respectively carrier and employe within the meaning of the
Railway Labor Act as approved June 21, 1934.
This Division of the Adjustment Board has jurisdiction over the dispute
involved herein.
Parties to said dispute waived right of appearance at hearing thereon.

The record is conclusive that the Machinists' Organization is claiming
work that has been performed for years by electricians. The I.B.E.W. has
been made a part to the dispute. All of the parties acknowledge that this
case involves a jurisdictional dispute. The carrier and the I.B.E.W.
contend that the Machinists have failed to abide by Appendix "A" of the
agreement which controls jurisdictional disputes and therefore this claim
is not properly before this Board. This Board agrees with this contention.
