1. That Floyd T. Bowen, Laborer on the Belt Railvmy Company of
Chicago, with a seniority date of January 22,
1953,
has not been
given a fair opportunity to qualj_fy as a Stationary Hngin-er.
2. That accordin-ly, the Belt Rail v:ay Company of Ch.i.cago be ordered
to qualify Laborer Floyd T. Boi-,,en as a Stationary Engineer, also
allow Min to ivory. all relief work and allow

next pe;cmanent job as Station ar-y Engineer.
Findings:
The Second Division of the Ad justment Board, upon the whole record and
al? the evidence, finds that:
The carrier or carriers and. the employe or employes involved in this
dispute are respectively carrier axed enploye within the meaning of the
Railway Labor Act as approved June 21,

This Division of the Adjustment Board has jurisdiction over the dispute
involved herein.
Parties to said dispute waived right of appearance at hearing thereon.
Claimant, a laborer with a senio-ity date of January 22,

alleges
that he has not been allo:-red by carrier to qualify for the position of
Stationary Engineer, while less senior employees nave been granted that right.
Carrier states that claimant s:ws given a ten-day brew``:-in period and

The org anization requests that this 7,,)oard declare the cla.1-mant qualified
as a Stationary Ln,-;ineer, allow hixl to perform all. relief wont, and give
him the opportunity to accept the next I;exy_anant Stationary Engineer's
position.

The record in this case does not support the contention that this Board
should declare
the
clamant as a qualified Stationary 'Engineer. It does,
however, contain the facts supijorti ng a deci s-ion to give claimant another
opportunity to
qualify
as a Stutionary En ineer. The record reveals that the
claimant was allowed to work by himself in the power house on two occasi ono.
It also reveals that the Chief Engj.neer felt that clar:ant, with a little
more tra-i.nin g, could qualify for this position. We therefore believe that a
proper decision in this case is to provide claimant a further opportunity
to qualify.
