Agreement when they assigned Signal
  
Maintainer Fred Pringle to perform electricians' work oil Wednesday
  
August 
16, 1978, 
thus, depriving Electrician G. E. Smith his contractual
  
rights under the provisions of the Agreements at St. Louis, Missouri.
 
2. That, accordingly, Carrier be ordered to compensate Electrician G. E.
  
Smith two hours and forty minutes (2'x+0") at time and one-half for
  
Wednesday, August 
16, 1978.
 
3. 
In ,addition to the money amounts claimed herein, the Carrier shall pay
  
claimant an additional amount of 
6% 
per annum compounded annually on
  
the anniversary date of the claim.
F findings :
The Second Division of the AdjIustment Board, upon the whole record and all
the ev3.dence, finds that
The carrier or carriers and the employe or employes involved in this dispute
are respectively carrier and employe within the meaning of the Railway Labor Act
as approved June 21, 
1934.
This Division of'the Adjustment Board has jurisdiction over the dispute
involved herein.
Parties to said dispute waived right of appearance at hearing thereon.
The Employees allege that a Signal Maintainer performed certain B&B
electrician work when he "inspected for trouble subsequent to his starting the
air compressor". In addition to a citation of certain agreement provisions,
the Employees have referred to the principle that "a journeyman is the master
of his craft and he is assigned. to perform all the work of his craft".
Carrier notes that Machinists, as well as Electricians, start the units and
it insists that the Maintainer here merely pushed a "start" button. In this
regard, we note an absence of a showing of record that the Maintainer did any more
than "push the: button'°,® In addition,,' the Employees recognized that another craft
also starts the compressor.
