PARTIES TO DISPUTE:


STATEMENT OF CLAIM:

1. Beginning May 25, 1985, the Carrier on 3rd shift assigned Machinists and Electricians to perform work Sheet Metal Workers performed two (2) nights on 3rd, and seven (7) days on 1st and 2nd shifts.

2. Claims in behalf of Sheet Metal Workers George Dunn, C. D. Lee, Jack Evans and Jack Young for four (4) hours call as listed on 19 claims.

FINDINGS:

The Second Division of the Adjustment Board upon the whole record and all the evidence, finds that:

The carrier or carriers and the employe or employes involved in this dispute are respectively carrier and employes within the meaning of the Railway Labor Act as approved June 21, 1934.

This Division of the Adjustment Board has jurisdiction over the dispute involved herein.



This dispute occurred at Florence, South Carolina. The Organization claims that the Carrier improperly assigned Machinists and Electricians to the tasks of adding cooling water, coupling and,uncoupling of air hoses, opening and closing of valves and observation of sanders -- all tasks associated with the dispatching of locomotives.

Pursuant to Section 3, First (j) of the Railway Labor Act, as amended, notice was given to the International Association of Machinists and Aerospace Workers and the International Brotherhood of Electrical Workers of this claim as possible parties of interest. Both of these Organizations have filed a statement which is now a part of the record.

In pursuing this claim, the Organization relies upon Rules 84, 85 and 26. For its part, the Carrier essentially contends that the Rules relied upon by the Organization make no reference to the work claimed. The Parties have developed a voluminous record on this matter, including a number of past Awards which we have carefully examined before arriving at our determination.

Given the circumstances of the claim before us, the Organization must show on a system-wide basis that the tasks claimed are "generally recognized as sheet metal workers' work." We conclude from the evidence developed on the property that the claimed work has been performed by members of other crafts at Florence as well as other parts of the Carrier's system. Accordingly, the claim must be denied.
