PARTIES TO DISPUTE:

STATEMENT OF CLAIM:
Rule Violation: Rule 2 (a-A-1 (a). Rule 3 (3-A-1. (a) and Dovetail
agreement of Machinists, Brier Hill Diesel Shop Youngstown, Ohio on April 1,
1976 and thereafter.
FINDINGS:
The Second Division of the Adjustment Board upon the whole record and
all the evidence, finds that:
The carrier or carriers and the employe or employes involved in this
dispute are respectively carrier and employes within the meaning of the
Railway Labor Act as approved June 21, 1934.
This Division of the Adjustment Board has jurisdiction over the
dispute involved herein.
Parties to said dispute waived right of appearance at hearing thereon.
We are compelled to dismiss this Claim because it does not comply
with the provisions of Circular No. 1. The Statement of Claim neither states
the question involved nor briefly, or otherwise, describes the nature of the
dispute. It merely contends that some unspecified rule violations occurred.
The violation is not indicated and the remedy or relief desired is not noted.
We are unable to ascertain the particular question upon which an award is
desired. Accordingly, under authority of Second Division Award 5482, the
matter will be dismissed.
