Agreement effective July 1,
1971,
establishing `,he position of Signals and
Communications Maintenance Foreman. On n-er our occasions we have requested
the Carrier to fill the position of Signals and Coamunic--tioas Maintenance
Foreman, but instead the Carrier is contim_~ `,a instruct Mr. E. C. Bell,
Assistant Division sneer-S&G, and other S&C sumervisors to perform the
Sigals and C~nications Maintenance Foreman's duties.
(b) The carrier now say Mr. Tong and Mr. Bell in addition `.,o their
hourly S&C asiatairers' rates
of

bid or. the position abolish the position. Oaf the mx-ties can abolish the
position by means of negotiations. For this Board to isle otaex-wise would
place i t far beyond its ,jurisdictional authority which is limited to the
