PARTIES TO DISPUTE: (Brotherhood of Railroad Signalmen



STATEMENT OF CLAIM:

" Claim of the General Committee of the Brotherhood of Railroad Signalmen on the Southern Pacific Transportation Company (Eastern Lines):

On behalf of Signalmen Anthony Lyons for ten hours' pay for August 1, 1983, account arriving fifteen minutes late and not allowed to work that day.·

OPINION OF BOARD: The evidence in this case establishes as fact that Claimant
reported for duty on the day in question fifteen minutes
late and some 80 miles or more from the place where he should have known he
was scheduled to report.

Under those particular circumstances, it was neither unreasonable nor unfair for Carrier to refuse to allow Claimant to work that day. Such action by the Carrier does not constitute discipline within the meaning of Rule 700 (a).





That the Carrier and the Employes involved in this dispute are respectively Carrier and Employes within the meaning of the Railway Labor Act, as approved June 21, 1934;

That this Division of the Adjustment Board has jurisdiction over the dispute involved herein; and





        Claim denied.
