In Carrier Members' Dissent to our Board's Award No. 200, the folloAiug is contaic:!d therein:

            "In this case the mutual understanding was reflected in the letter dated July 14, 1967, and as tl:e Refereo now states: 'the substance of the understanding was unchallenged.'' The July 14th letter contained the following statetennt:


          "This confirms our understanding th~,t,excrpt as th:Te~1~4

          will be t~evc.orarily suspandwd effective at the b3gin

          ning acid for the duration of the strike'." (n:phasis

Unfortunately, in the instant dispute ·::e are crampelled to reconstruct tho argta2nts of the parties as rcflectad in do Exhibits, in order to give t:eaning to the contents of the July 14th letter. In Organization Exkibits "A" & "B'', there is included a review of the history of alleged verbal under standings with the various Gn:ral Chairui^u providing for temporary sttsp;:nsicn of positions during strikes, con2ancing in July, 1963. Vnese are contain:d in tun d=alinitions by the Carrier of the instant clnim. InscZnr as the contents of t-ho July 14 letter is concerrad, t.:a quote from Auard No. 200:

            Of course, it should be noted that: the Ceuoral Chairman alluded

Previously, we indicated that in our opinion, Article 1, Section 4, of the r~,bruary 7, 1965 Agreezi~,nt, grants tlaa Carrier a bundle of rig%ts on the condition that it adhere to the restrictions. Thus, a discussion of the requirement that it ccz-ply with the sixteen hours avarca notice before such reductions ass mnda is relevant.
