STATEMENT 1. Track Repairman J. L. Howlett's suspension

CLAIM: was without just cause and on the basis of the
  
unproven charge of negligence.
  
2. The charge shall be stricken from claim
  
ant's record and he shall be accorded the bene
  
fits of Rule 27(f).
FINDINGS: The evidence shows that claimant left the
  
property during working hours in violation of
  
Carrier regulations and instructions. No justi
  
fication is perceived for his neglect of duty
  
and the sixty-day suspension administered to
  
him does not appear to be unwarranted under
  
the circumstances.
