                      STATEMENT OF CLAIM


      1. The Agreement was violated when the Carrier failed and refused to train Substation Electrician J. Charles as an electrician-relay but instead assigned an electronic technician to perform the work of, test relays beginning October 21, 1992 and continuing.


      2. As a consequence of the violation referred to

      in Part (1) above, Substation Electrician J. Charles

      shall be compensated 11. for training as

      electrician/relay trainee and for all future wages Mr.

' Charles would realize at the electrician/relay position
      had the Carrier afforded him this opportunity°.


                          FINDINGS


      In this dispute, the organization argues that the Claimant was

improperly denied the right to be trained for the position of
Electrician-Relay. Prior to the initiation of this claim and in
response to an inquiry on the Claimant's behalf, the District
Chairman received a letter dated October 28, 1992 from the

Assistant Division Engineer indicating that the Electrician-Relay position "would be discontinued". This in turn was one of the reasons for the initiation of the claim reviewed in Award 4, which is incorporated herein by reference.

Award 4 requires the carrier and the organization to meet to address the entire relationship of Electrician-Relay and Electronic Technician duties. Presumably the question of training employees to be qualified as Electricians-Relay was involved in the preexisting arrangement for filling such positions. As a result, this claim should be reviewed as part of the interchange directed in Award 4.
