 OPINION OF BOARD: The issues to be determined in this dispute are identical
 to those in Award No. 1 of this Board (Docket No. 187), and the Board is
 governed accordingly.
 AWARD: The Claim is sustained subject to the limitations set
 forth in Award No. 1 of this Board. Order date is 30 days from the date of
 this Award.
