Carrier violated rules of the agreement and Award No. 9 of Special Board of Adjustment No. 117 in failing to adjust rate of pay of position of Star AgentTelegrapher at Fort Sebtt, Kansas; adjustment in rate of pay of Star AgentTelegrapher position should be made by adding 17¢ per hour effective 60 days prior to February 11, 1957.
OPINION OF BOARD: Locale of the confronting dispute is Fort Scott, Kansas, and
 involves the position classified as 'Star Agent-Telegrapher. The
 subject matter of this dispute was before this Board in Award No. 9. Therein this
 Board held that the reclassification of the Star Agent position to that of Star
 Agent-Telegrapher amounted to a reclassification of the position which remained
 subject to the provisions of Rule 8, Section 1(b).

 This Board therein likewise found that by virtue of the reclassification within the meaning of Rule 2(f-2) the parties hereto had a mutual duty and obligation to negotiate the proper monthly rate for such reclassified position in conformity with Rule 2(b).

 The confronting record does not contain sufficient evidence upon which this Board can properly grant the Organization's request for a 17¢ hourly increase.

 This being true, it is the opinion of the Board that this matter should be, and the same is hereby remanded to the parties for negotiation for the proper monthly rate for such reclassification as required by Rule 2(f-2) in conformity with Rule 2(b).

        FINDINGS: The Special Board of Adjustment No. 117, upon the whole record and all the evidence, finds and holds:


That the Carrier and the Employes involved in this dispute are respectively Carrier and Employes within the meaning of the Railway Labor Act as approved June 2., 1934;

 That this Special Board of Adjustment has jurisdiction over the dispute involved herein; and

        That the claim is to be disposed of in accordance with the above opinion.


                            AWARD


        Claim disposed of in accordance with the above opinion and Findings.
