STATEMENT OF CLAIM :

Claims filed by various Group 1 Clerks at McKees Rocks General Yard for April 5, 1954 and subsequent dates, account being required to perform Group 2 service and duties formerly attached to positions of Lamp Room Attendants, which were abolished after completion of assignment, April 4, 1954. Also, claims in behalf of Group 2 employees who were adversely affected by the Carrier's action in abolishing their positions and assigning their former duties to Group 1 employees, depriving them of the work they were entitled to perform on the basis of their seniority in Group 2. FINDINGS : The Board, upon the whole record and all the evidence, finds that:

The Carrier or Carriers and the employee or employees involved in this dispute are respectively Carrier and employee within the meaning of the Railway Labor Act, as approved June 21, 1934.

The Board has jurisdiction over the dispute involved herein. The parties to said dispute were given due notice of hearing thereon.

In delegating to the Desk Clerks in the East Yard the additional responsibility of supplying electric lantern batteries and bulbs to members of train crews requesting same, a task that had been performed by the Lamp Room Attendant prior to the installation of individual Trairnnen?s lockers and the abolishing of that job at McKees Rocks on April 4, 1954, the Carrier simply transferred only a relatively minor function of the normal duties which,in their entirety, comprised the total ,job content of the former Lamp Room Attendant position. As explained in Award No. 6, Case No. 13, Special Board of Adjustment No. 122, this action did not contravene either the Group Classifications or Seniority District listings contained in the Clerks? Agreement.
