STATEMENT 1. Carrier violated the agreement between the
OF CLAIM: parties hereto when on April 23, 1953, at Mukden,
Pennsylvania; May 30, 1953, at Coleman, Pennsylvania;
and June 1, 2, 3 and 4, 1953, at PW&S Junction,
Pennsylvania, it caused, required and permitted
train service employees not covered by the
Telegraphers' Agreement to handle (receive copy and
deliver) train orders at said points, all which work
was and is reserved solely to employees covered by
the Telegraphers' Agreement.





FINDINGS: These claims are comparable to those involved in Dockets 1 and 19. Although prior to 1916 there was a telegraph office at Mukden, none has been in existence there since that date. There never was any telegraph office at PW&S Junction, at at Coleman only a temporary office was open for two months during the period of construction of the branch. It is apparent that the practice of calling the Operator at Somerset for orders from these points has been in effect for some time. It is also apparent that here as in Docket 19 only a minimal amount of work was so performed. Accordingly, we find that the claims should be denied.
