FINDINGS: It appears that after the construction of the Retarder or East Yard at

Grand Junction, a relay telegraph office was established there and the telegraph office formerly maintained in the passenger depot in the West Yard was closed. Upon the closing of that office, the position of telegraph clerk at the West Yard was abolished since the essential work of the position had disappeared with the closing of the office and like positions had been established in the East Yard where such work was performed in connection with the new telegraph office.


It further appears that-the incidental work of distributing mail and messages, which is here protested, had not previously been limited or assigned to any one-group either before or after the installation of the tube system and that callers, as well as employes not under the Clerks? Agreement, had customarily performed such work.
