CLAIM: Claim of the System Committee of the Brotherhood
that
(1) The Carrier violated the terms of the currently effective Agreement between the parties when on July 16, 1956 it abolished Victor Operator Position No. 2 at Jpplin, Missouri and assigned the work thereof to Group 1 Yard
Clerks and coincident therewith assigned part of the duties of the Motor OperatorJanitor to Telegraphers.
(2) That C. L. Garde and all others who were adversely affected
(including G.L. Provins) as reflected by the payrolls and other records of the
Carrier, now be allowed a days pay for each work day from that date until
permanently corrected.
(3) That C. L. Garde and/or his successors, as occupants of the
Motor Operator-Janitor position, now be allowed a two-hour call for each day on
which Telegraphers performed the work previously attached to the Motor Operator
position.
FINDINGS: Special Board of Adjustment No. 194, upon the whole record and
all the evidence, finds and holds:
The Carrier and Employes involved in this dispute are respectively
Carrier and Employes within the meaning of the Railway Labor Act as amended.
This Special Board of Adjustment has jurisdiction over this dispute.
These clams present the questions whether the Agreement prevents
the Carrier from (1) abolishing a Group 3 Motor Operator position and assigning the work to several Group 1 positions and (2) removing work from a
Group 3 Motor Operator-Janitor position and assigning it to TelegrapherTicket Clerk and Telegrapher-Ticket Cashier positions.
First. The dispute was preceded by a consolidation which involved moving
telegraphers to the 10th Street Freight House from the 6th Street Passenger
Station where for many years they had been handling ticket accounts, baggage
accounts and reports in connection therewith. The telegraphers continued
to perform this work at 10th Street and in addition they were assigned
certain filing work which had been part of the assignment of the Motor
Operator-Janitor position. All of the work assigned to and performed by
the telegraphers was immediately adjacent to the telegraphers' post and
SBA No. 194 Award 7 requires a denial of this portion of the claim,

Second. For the reasons stated in SBA No. 194 Award 19 the portion of the claim
