ORT CASE 1816

SPECIAL BOARD OF ADJUSTMENT N0. 310

The Order of Railroad Telegraphers and

                The Pennsylvania Railroad Company

STATEMENT OF CLAIM- "Claim of the Order of Railroad Telegraphers for all time
and expense of the members we represent as a result of abol
ishing "DS" Office, Terre Haute, and assigning work from this office to employes
of other Departments." (Southwestern Division Case No. 31 - System Docket No.
207)

FINDINGS,

    D. S. Block office was closed February 10, 1953.

The Engineers' and Firemen's crew register was relocated from DS to the Baggage Room, and a Dispatcher's telephone was installed in the Crew Dispatcher's office at Terre Haute East Yards.

Train Dispatchers furnish the crew Dispatchers with arrival time of Passenger trains and Crew Dispatchers furnish Train Dispatchers with names of passenger engine crews departing out on passenger trains out of Terre Haute only.

Group #2 clerical forces at Baggage Room handle bulletin board work in the Baggage Room, and witness signatures of engine crews on register, and prepare time reports for departing passenger engine crews, which was formerly performed by Operator at DS office.

The above constitutes the Agreed-upon-Facts in this claim.

There can be no doubt that the Telegrapher's duties at DS have ceased to exist. The remaining work for which petitioning Organization strongly contends is mainly in the last paragraph above. It is, by its nature, clerical work over which petitioners have no exclusive claim. It is work which Carrier claims requires 50 minutes in performance each day.
