STATEMENT OF CLAIM
: "Claim of the General Committee of the Order of
Railroad Telegraphers on the Pennsylvania Railroad, that Operator Clerk, first trick "WO" Woodville, Ohio, allegedly
abolished March 1, 1952, shall be restored, regular incumbent restored
and made whole for any loss in earnings, since the work of the position
has not been abolished in fact but turned over to other employes in
another department." (Eastern Division File T-31 - System Docket No.
184)
FINDINGS
:
The work of the Operator-clerk position at Woodville, could be placed
in two categories: (1) the receiving, transmitting and delivery of Western Union
telegrams and reports incidental thereto; and (2) rating, routing and billing;
filing tariffs; preparing switch lists for train crews, etc.
All Western Union business was discontinued March 1, 1952, and on
April 8, 1952 the Operator-clerk position was abolished. The following day a
new clerical position was established and advertised. Its duties, in the main,
consisted of the non-Western Union work of the abolished Operator-clerk position.
It was simply the type of work coming under the jurisdiction of Clerks Organization.
