                          The Order of Railroad Telegraphers and

                The Pennsylvania Railroad Company


        STATEMENT OF CLAIM: "Claim of The Order of Railroad Telegraphers

        on The Pennsylvania Railroad that an Agent's

        position has been created at the new Ford Motor Company's Plant,

        east of Bedford, Ohio. Request is made-that this position be

        established as outlined in Regulation 8-B-l.of Agreement and adver

        tised as provided for in Regulation 1-B-1." (Lake Division Case

        No. LD-21869 - System Docket No. 277)


                      FINDINGS:


The work involved in this claim is not work accruing to Agents to the exclusion of all other crafts.

The parties jointly agree that while this plant was under construction, the work complained of was performed by clerks stationed at Harvard Avenue, Cleveland. When production started it was transferred to one clerk on each of 3 shifts stationed in the Ford plant.

The parties are further agreed that these clerks are under the jurisdiction of the Assistant Freight Agent at Cleveland.

Carrier asserts flatly that it did not, in fact, establish a "new agency" at this Ford plant. It was a new industry under the Agent and Assistant Agent, Cleveland. There is no violation.

        Claim denied.
