        STATEMENT OF CLAIM : "Claim of the General Committee of the O.R.T.

        that with Time Table No. 8 effective April 24,

        1955, some 21 new trains were scheduled to originate and terminate

        from Union Tower, Rahway, N. J. When the rate of pay for the posi

        tions at Union Tower established, they did not comprehend the

        handling of these trains and establish Union Tower as a Terminal

        point.


        In accordance with Regulation 4-T-1 and 8-A-1 (c), I hereby request that the rate of pay for Union Tower be increased to that of a like position on the Region, effective 60 days prior to the listing of this claim." (New York Region Case No. 90 - System Docket No. 315)


        FINDINGS :


We agree with Carrier contention, which is supported by prior action of the parties under Regulation 8-A-1 (c) that such regulations presuppose substantial changes in the duties and responsibilities of a position.

We cannot agree, however, that the facts in this case constitute a substantial change within the meaning and intent of Regulation 8-A-1 (c).
