STATIMIENT
OF CLAIM: 'Claim of the General Committee of The Order of Railroad
Telegraphers on the Reading Company, that:
The Reading Company violated our'current Agreemnt by
requiring and/or permitting officials (assistant' train
masters) to perform communications of record work at
West Falls on October 4, 1963, and'at Woodbourne on '
November 5, 1963,
2, In consequence of the above violation, claim is made
for one (1) day's pay at the minimum daily rate for
· R. J. Twisler account of violation on October 4, 1963,
and for R. R. Cooper account of violation on November
5, 1963, both of whom are extra men."
FINDINGS: On'October 4, 1963 an Assistant Train-Master reported .'
a derailment by telephone to the operator at PC, who trans-,,
mitted it to the proper officers, Erid similarly on November
5, 1963 a Trainmaster reported a change of engine to the
operator at PC. Ineach case the employes say the call is
shown as
emanating from
West Falls and Woodbourne.,, re
spectively, and should have gone through the operators on
duty there,
There can be no doubt that the use of the telephone by'
the Trainmaater and the Assistant Trainmaster'was'to trans"
mit a
communication of
record, which would have been trans":.
mitted by telegraph before the introduction, of telephones.. This is a violation of the-scope rule.
