OF CLAIM: "Claim of the General Committee of The order of Railroad'

Carrier violated and continues to violate the agree.,
ment between the parties when on June 10, 1960, and

FINDINGS: It appears that conductors have always reported to the
towerman at WS by use of the wayside phone at Chestnut
Hilly when there was no operator on duty there; As noted
in Award No. 4 the scope rule lists positions,; not work
and it has been held that the work reserved to thong
positions is that performed exclusively by thetiit"'CUStomar3.ly
in the past.
